For this tutorial you will need PSP7 and a tube of your choice.
Download the one I used here.
1. Open a new transparent image 400x400.
2. Open the moonfaery tube. "Edit", "Copy". Make your new transparent
image active. "Edit", "Paste", "As a new layer". Minimize the
tube to use later.
3. Make sure Layer 2 is active. "Layers", "Duplicate".
4. Make Layer 2 active. "Effects", "Geometric Effects", "Twirl".

5. On your Layer palette, reduce the opacity of Layer 2 to "30".
6. Make Copy of Layer 2 active. "Effects", "Geometric Effects",
"Spiky Halo".

7. On your Layer palette, reduce the opacity of Copy of Layer
2 to "80".
8. Restore the moonfaery tube. "Edit", "Copy". Make your tag
active. "Edit", "Paste", "As a new layer". "Effects", "3D Effects",
"Drop Shadow".
9. "Image", "Resize", "75%". Make sure "Resize all layers" is
checked.
10. Make sure Layer 3 is active. "Effects", "Sharpen", "Sharpen".
11. Make Layer 1 active. Floodfill with color or pattern of
your choosing. "Layers", "Merge", "Merge Visible".
12. Using your Selection tool (rectangle, antialias unchecked),
select a portion of your moonfaery graphic. "Selections", "Convert
to seamless pattern".
13. Select a medium-dark color for your Foreground, and set
your Background to "Pattern". Select the pattern you just created.
14. Using font of your choice, add your name to your tag. Make
sure "antialias" and "floating" are both selected. Now add a
dropshadow using the same settings as previously.
15. "Layers", "Merge", "Merge all flatten". Save.
